mscott@waxahachie.com Michael is a graduate of the University of Kansas with a Bachelors Degree in Political Science. He went on to receive his Masters in Public Administration from the University of North Texas. Before coming to the City of Waxahachie, Michael worked in the private sector as a consultant with Deloitte & Touche. He and his wife Karen have two sons, Jonathan and Ian. |

Albert Lawrence, Deputy City Manager alawrence@waxahachie.com 469-309-4001 Deputy City Manager Albert Lawrence joined the City of Waxahachie in March of 2018. He has over 18 years municipal experience including the cities of Grand Prairie, Irving, Garland and Red Oak, with extensive experience in Public Works and Water and Wastewater. Most recently, he served as Assistant City Manager in Red Oak. The Deputy City Manager’s direct reports include both Executive Directors, Director of Administrative Services, Economic Development Director and Human Resources Director. |

Amber Villarreal, City Secretary As City Secretary, Villarreal’s responsibilities include being the official record keeper for all City records and public meetings. Duties of the City Secretary’s office include posting agendas, recording and posting minutes for City Council and all City boards and commissions, election administration, public and bid notices, open records requests, certain licensing functions, and more. She holds an A.S. Business degree, and is a member of Texas Municipal Clerks Association (TMCA); receiving the designation as a Texas Registered Municipal Clerk (TRMC) in 2018. She is also a member of Yellow Rose Chapter of TMCA, currently serving as President. Also active in the International Institute of Municipal Clerks; she received designation as Certified Municipal Clerk (CMC) in 2019. Amber and her husband Wally live in Waxahachie and have three children.
